The Phillips Building was built for Joseph Albert Phillips (1922–2003). Phillips was born in Blacksville, West Virginia, graduated from West Virginia University in 1948, and moved to Calgary sometime in the 1960s. His businesses included Phillips Bros. & Associates Land Development and Trans World Oil & Gas. He is also the namesake of Phillips Park. His business interests continue to operate as the PBA Group.
